Does moving a fuel payment online make it eligible for a Visa convenience fee?
No. An online payment alone does not establish eligibility. Visa’s U.S. convenience-fee rule concerns a genuine alternative payment channel outside the merchant’s customary channels and has additional conditions.
Review the channel and the fee together
Visa’s rule requires a flat or fixed amount, disclosure before completion and an opportunity to cancel. The fee applies to all payment forms accepted in that channel. It cannot be combined with a surcharge or charged on a recurring or installment transaction under this provision. The table also excludes merchants operating exclusively in a card-absent environment.
Before configuring anything, ask your acquirer whether the proposed channel and business qualify. Have applicable law reviewed as well. A fee is not made compliant by changing its name from “processing” to “convenience.”
For the office discussion, bring a description of the normal payment channel, the proposed alternative, the notice and a sample receipt. This page does not authorize a fee or certify a product’s payment setup.
